Winston Baldwin Spencer (born 8 October 1948) is an important politician from Antigua and Barbuda, a country made of islands in the Caribbean Sea. He served as the third Prime Minister of his country from 2004 to 2014. A Prime Minister is the main leader of a country's government.
Spencer led a political group called the United Progressive Party (UPP). This party won the national election in March 2004. After becoming Prime Minister, he also took on the role of Minister of Foreign Affairs in January 2005. This job involves dealing with other countries around the world.
In the June 2014 national election, Spencer's party lost power. This meant a new leader and party took over the government.
