Barkat Gourad Hamadou (born January 1, 1930 – died March 18, 2018) was an important leader in Djibouti. He served as the Prime Minister of Djibouti for a long time, from October 2, 1978, to March 7, 2001.

Life and Political Journey

Barkat Gourad Hamadou was born in 1930 in a place called Tew'o, which is in the southwest of Djibouti. He belonged to the Afar ethnic group.

Before Djibouti became an independent country, he was a member of the Senate of France. This is like a special council that helped make laws for France and its territories. He was first chosen for this role in 1965 and again in 1974.

Becoming Prime Minister

Djibouti gained its independence in June 1977. After that, Hamadou became the Minister of Health in the new government.

On September 30, 1978, President Hassan Gouled Aptidon chose him to be the Prime Minister. The Prime Minister is the head of the government, like a chief executive. Hamadou's first government started on October 2, 1978. Besides being Prime Minister, he also managed the country's ports.

Leading the Government

In December 1992, there was an election for the parliament. Hamadou was the top candidate for the ruling party, called the People's Rally for Progress (RPP).

After the election, President Gouled again made Hamadou the Prime Minister on February 4, 1993. His government had 18 ministers.

Hamadou played a big part in making peace in Djibouti. In 1994, a peace agreement was signed with the Front for the Restoration of Unity and Democracy (FRUD). This was a rebel group made up of Afar members.

Because of this peace, a new government was formed on June 8, 1995. This new government included members from the FRUD group. Hamadou continued to be the Prime Minister and also worked on development projects for the country.

Later Years in Politics

In December 1997, there was another parliamentary election. Hamadou was again the main candidate for the RPP/FRUD group. He was reappointed as Prime Minister on December 28, 1997, leading a government with 17 members.

When Ismaïl Omar Guelleh became the new President in May 1999, Hamadou stayed on as Prime Minister.

In March 2000, Hamadou had some heart problems and was taken to a hospital in Paris, France. He stayed there for several months.

Even though he was re-elected as a vice-president of his party (RPP) in early 2001, his health was not good. Because of this, he decided to resign as Prime Minister on February 6, 2001. President Guelleh accepted his resignation.

Dileita Mohamed Dileita took over as the new Prime Minister on March 7, 2001. Hamadou also later resigned from his party role due to his health.

Death

Barkat Gourad Hamadou passed away on March 18, 2018, in Paris, France. He was 88 years old.
