Bernardo Mozo de Rosales, Marquis de Mataflorida (born August 20, 1757 – died July 4, 1832) was an important Spanish lawyer and politician. He was known for his strong support of kings having absolute power.

Supporting the King's Power

Bernardo Mozo de Rosales believed that kings should have complete control over their country. This idea is called absolutism.

The Manifiesto de los Persas

In 1814, Mozo de Rosales met with other leaders to discuss how to bring back absolute rule. They were against the new "liberal reforms" that aimed to give more power to the people.

These discussions led to a special document called the Manifiesto de los Persas. Mozo de Rosales wrote this important paper. It asked King Fernando VII to restore his full power. Sixty-nine members of the Cortes of Cádiz, which was like a parliament, signed this document.

The Urgel Regency

An Interim Government

Mozo de Rosales played a key role in a temporary government called the Urgel Regency. This government was set up in August 1822 by Spanish leaders who supported absolute rule.

It happened during a time known as the Liberal Triennium, when Spain had a more liberal government. The Urgel Regency was based in Seo de Urgel, a strong fortress held by those loyal to the king.

Members of the Regency

Besides Mozo de Rosales, other important members of the Urgel Regency included Baron de Eroles and Jaime Creus Martí, who was the Archbishop of Tarragona. Together, they worked to support the return of the king's absolute power.
