William Alton Carter (born March 29, 1937 – died September 25, 1988) was an American farmer, businessman, and politician. He was the younger brother of U.S. President Jimmy Carter. Billy Carter was known for promoting a special beer named after him and for running for mayor in his hometown of Plains, Georgia.

Early Life and Family
William Alton "Billy" Carter was the fourth and youngest child of Lillian and James Earl Carter. He grew up in Plains, Georgia. He attended Emory University and also served in the United States Marine Corps. After his service, he worked in his family's peanut business.
Business Ventures and Public Image
In the 1970s, Billy Carter was a managing partner in the Carter family's peanut business. He helped the business grow significantly.
In 1972, he bought and ran a gas and service station in Plains. This station became quite popular. Years later, in 2009, it was turned into the Billy Carter Service Station Museum by the University of Georgia.
Billy Carter became well-known for his unique personality. In 1977, a company introduced "Billy Beer," hoping to use his popular image.
Involvement with Libya
In the late 1970s, Billy Carter visited Libya several times. He later registered as someone working on behalf of the Libyan government. He received money from Libya, which raised concerns.
This situation led to a Senate investigation. The press called this event "Billygate." The investigation looked into whether individuals were improperly representing foreign governments.
President Jimmy Carter spoke about his concerns. He stated that his brother's actions would not influence U.S. policy regarding Libya. He also confirmed that Billy had no past or future influence on U.S. decisions about Libya.
Later Life and Passing
In 1981, Billy Carter had to sell his properties in Plains to pay off debts. He moved to Haleyville, Alabama, where he worked in sales for different companies.
Billy Carter was diagnosed with pancreatic cancer in 1987. He passed away in Plains the following year at the age of 51. His sister, Ruth Carter Stapleton, and his father, James Earl Carter Sr., also died from pancreatic cancer.
