Carlos Garaikoetxea Urriza (born June 2, 1938, died May 4, 2026) was an important politician from the Basque Country in Spain. He served as the Lehendakari (President) of the Basque Government from 1979 to 1985. This was a very special time because it was the first time the Basque Country had its own government after Spain became a democracy.
He was the third person to hold this important position. Before becoming Lehendakari, he was a member of the Basque Nationalist Party (PNV) and even led the party for a few years. Later, he started a new political party called Eusko Alkartasuna and led it for many years. He also served as a representative in the European Parliament, helping to make decisions for Europe.

Carlos Garaikoetxea's Early Life and Education
Carlos Garaikoetxea Urriza was born on June 2, 1938, in Pamplona, a city in Navarre, Spain. His parents, Juan Garaicoechea and Dolores Urriza, were from the mountains of Navarre. His father spoke the Basque language, but his mother did not. Because of this, Carlos didn't learn Basque at home.
He went to schools run by the Marist Brothers and the Piarists. When he was about 12 or 13 years old, he taught himself to speak Basque! During this time, he also became very interested in the history and culture of the Basque people. He read books about important Basque figures like Arturo Campión and learned a lot about Basque history.
After finishing high school, Carlos went to the University of Deusto. There, he earned two university degrees, one in Economics and another in Law. After his studies, he worked in different companies. He even became the president of the Chamber of Commerce of Navarre, which helps businesses, from 1962 to 1972.
Carlos Garaikoetxea's Political Journey
Carlos Garaikoetxea joined the Basque Nationalist Party (PNV) in 1975. He quickly became an important leader for the party in Navarre. In 1979, he was chosen to lead the Basque General Council. This group was preparing for the Basque Country to gain more self-governance.
Becoming Lehendakari
After the new rules for self-governance, called the Statute of Autonomy, were approved, Carlos Garaikoetxea was elected Lehendakari in 1980. He was reelected for a second term in 1984.
During his time as Lehendakari, many important things happened for the Basque Country:
- The Basque Statute of Autonomy was put into action. This document gave the Basque Country special powers to govern itself.
- He launched EiTB, the public radio and television service, on December 31, 1982. This allowed people in the Basque Country to have their own news and shows.
- New important public services were created. These included Osakidetza, the Basque Public Health System, which provides healthcare for everyone.
- The Ertzaintza, the Basque police service, was also created. This gave the Basque Country its own police force.
- In August 1983, when there were big floods in Bilbao, Carlos Garaikoetxea helped manage the emergency services. He worked with both Basque and Spanish teams to help people.
- The economy improved, and the Basque language became a key part of the Basque education system.
Forming a New Party
In 1985, Carlos Garaikoetxea had some disagreements with the leaders of his party, the PNV. These differences led to a split within the party. Because of this, he was replaced as Lehendakari by José Antonio Ardanza.
Soon after, Carlos Garaikoetxea and his supporters formed a new political party called Eusko Alkartasuna. He became its first president and ran for Lehendakari again. He continued to lead this new party until 1999, when he decided to retire from politics. He was also elected as a representative in the Basque Parliament many times until 1998. From 1987 to 1991, he served as a Member of the European Parliament, representing Spain.
The Passing of Carlos Garaikoetxea
Carlos Garaikoetxea passed away on May 4, 2026. He was 87 years old. He had a medical emergency while swimming in Pamplona. Even though he received immediate help, he later died at the University Hospital in Navarre.
