Early Life and Career
Carlos Julio Arosemena Tola was born in Guayaquil on April 12, 1888. He was a successful businessman. In 1920, he founded the Discount Bank in Guayaquil. He worked as its Manager until his death in 1952. He also held important roles in other organizations. These included being a main director of the Board of Charities of Guayaquil. He was also President of LEA and Executive Director of the Guayas Road Committee.
Becoming President of Ecuador
Arosemena Tola became president during a time of political trouble. The previous president, José María Velasco Ibarra, had been removed from power. Then, Carlos Mancheno took over briefly. However, the military wanted things to follow the country's laws. So, they gave power to Mariano Suárez Veintimilla, who was the Vice President.
Suárez Veintimilla quickly called a special meeting of Congress. Their job was to choose a new president and vice president. Arosemena Tola was chosen as the new Vice President. But right after he was sworn in, Mariano Suárez resigned. This meant Arosemena Tola immediately became the Constitutional President. José Rafael Bustamante was elected as the new Vice President on the same day.
His Time as President
President Arosemena Tola and Vice President Bustamante worked well together. Arosemena Tola was known for his good judgment and calm approach. Bustamante was known for his strong belief in freedom and natural talent.
They both focused on several key goals for Ecuador:
- Improving International Relations: They wanted Ecuador to have good relationships with other countries. They also wanted to help Ecuador's economy fit into the world after World War II.
- Ending Political Fighting: They worked to stop the intense political disagreements within the country.
Arosemena Tola's government reflected his background. He came from a business family in Guayaquil. He also understood the growing influence of the United States after the war.
Key Decisions and Laws
During his presidency, Arosemena Tola made some important decisions:
- He ended Ecuador's relations with the Soviet Union.
- He signed the Charter of the Organization of American States. This was an agreement to work with other countries in the Americas.
- He started the First Grand Colombian Economic Conference. The ideas from this meeting later helped create the Andean Pact. This was an economic agreement between several South American countries.
On March 13, 1948, he passed the Monetary Regime Law. This new law changed how the Central Bank worked. It put the Central Bank under a Monetary Board. This board was in charge of managing the country's money, credit, and exchange rates. The law also made sure that Ecuador's money was supported by national production and gold reserves.
Fair Elections
Arosemena Tola's government also worked hard to ensure fair elections. They carefully prepared for the next presidential campaign. The Supreme Electoral Tribunal (TSE) was an independent group that oversaw elections. It was able to work well and fairly during this time.
