Carlos Mulas Granados was born in Madrid, Spain. He studied in Madrid and earned an International Baccalaureate degree. He then went to University Carlos III to study Economics and Business Administration, spending some time at Antwerp University. He also has a PhD in economics from Cambridge University and a Master's degree from Columbia University.

He was a professor of economics at the Complutense University of Madrid. In 2012, he left this role to join the International Monetary Fund (IMF). Before that, he worked for four years at the IDEAS Foundation, which is linked to the Spanish Socialist Party (PSOE). He also helped with the economic plans for the Spanish Prime Minister José Luis Rodríguez Zapatero. He was a deputy director in the Prime Minister's Economic Office. Later, he became the executive director of the IDEAS Foundation before joining the IMF.

These included Lula da Silva, Bill Clinton, Tony Blair, Thabo Mbeki, JL Zapatero, Michelle Bachelet, Gordon Brown, and Francois Hollande. They met in cities like Madrid, New York, and London. In October 2011, these leaders signed a request to the G20 group of countries. They asked for a social agreement to help end the economic crisis.

Carlos Mulas Granados left his role as executive director of the Ideas Foundation in 2013. Soon after, he joined the International Monetary Fund. He also left the PSOE political party in February 2013.

Carlos Mulas Granados has been involved in politics in Spain:
