The President of the Federation of Bosnia and Herzegovina suggests who should be Prime Minister. Then, the Parliament of the Federation of Bosnia and Herzegovina (which is like their main law-making group) officially chooses them. Even though the Prime Minister leads the government, they don't pick all the other ministers (the people in charge of different government departments).
