The Parliament of the Federation of Bosnia and Herzegovina is the main law-making body for the Federation of Bosnia and Herzegovina. This Federation is one of two main parts, or entities, that make up the country of Bosnia and Herzegovina.
The Parliament has two separate parts, like two different teams working together:
- The House of Representatives has 98 members. These members are chosen by people voting every four years.
- The House of Peoples has 80 members. These members are chosen by local governments in different areas called cantons. They represent the main groups of people living in the Federation, plus other smaller groups.
How the Parliament Was Formed
The Parliament of the Federation of Bosnia and Herzegovina started in March 1994. This happened after an important agreement called the Washington Agreement was signed. This agreement was made during the Bosnian War.
In the spring of 1994, a special group called the Constitutional Assembly of the Federation of Bosnia and Herzegovina met. On June 24, this group created and announced the Constitution for the Federation of Bosnia and Herzegovina. This Constitution is like a rulebook for how the government works.
What the Parliament Does
The Constitution of the Federation of Bosnia and Herzegovina explains all the important jobs of the Federal Parliament. Here are some of the main things the Parliament is in charge of:
- Choosing the Federal President and Vice-Presidents.
- Asking the Constitutional Court to remove the President or Vice-Presidents if needed.
- Approving the Federal Government with a majority vote.
- Making new laws that help the Federal Government do its job. These laws start working when they are officially announced.
- Giving permission for the Federation of Bosnia and Herzegovina to use military force. This must always follow international rules.
- Allowing the different areas called cantons to make agreements with other countries or international groups. This usually needs approval from the country's main Parliament, the Parliamentary Assembly.
- Deciding on the Federal budget, which is a plan for how the government will spend money. They also make laws to collect taxes and get other money needed.
- Doing any other important jobs that the Constitution gives them.
