Charles Alexander Moose (born August 4, 1953 – died November 25, 2021) was an American police officer and author. He was most famous for leading the police efforts to catch the D.C. snipers in October 2002. During his career, Moose served as the chief of police in both Montgomery County, Maryland, and Portland, Oregon.

Early Life and Education

Charles Moose was born in New York City on August 4, 1953. Soon after he was born, his family moved to Lexington, North Carolina. He grew up and went to school there.

Moose studied U.S. History at the University of North Carolina at Chapel Hill. He earned his Bachelor of Arts degree in 1975. That same year, he started his police career. He joined the Portland Police Bureau in Portland, Oregon, as a patrol officer. Later, he continued his education. He earned a Master's degree in Public Administration in 1984. In 1993, he received his PhD in urban studies and criminology.

Leading Police Departments

In 1993, Moose became the police chief of the Portland Police Bureau. He led the police force in Portland until 1999. During this time, he also taught at Portland State University. He was also a member of the Oregon Air National Guard.

On August 2, 1999, Charles Moose became the 15th Chief of the Montgomery County Police Department in Maryland.

The D.C. Sniper Investigation

In October 2002, Chief Moose became the main leader of the police efforts. His job was to find and arrest the people responsible for the Beltway sniper attacks. These attacks caused a lot of fear in the Washington D.C. area.

In June 2003, Chief Moose left his job. This happened after a disagreement with Montgomery County officials. He wanted to write a book and work on a movie about the sniper investigation. However, the county had a rule against him doing this while he was still working there.

His book, titled Three Weeks in October: The Manhunt for the Serial Sniper, was released in September 2003. Before the trial of the snipers, Chief Moose promoted his book. He appeared on TV shows like Dateline NBC, the Today show, and The Tonight Show.

After Being Chief

Until 2005, Moose served in the D.C. Air National Guard. He was a Squadron Commander. He helped with efforts after Hurricane Katrina in New Orleans. He worked as a military adviser to the New Orleans Police Department.

Moose was promoted to Lieutenant Colonel. He then served as a Security Forces Commander in Hawaii. Later, he joined the Honolulu Police Department. He graduated from their police academy. By August 2010, he was no longer working there.

As of September 2012, Charles Moose was retired. He was living in Tampa, Florida.

Death

Charles Moose passed away at his home in Palm Harbor, Florida, on November 25, 2021. He was 68 years old.
