Christian Louis Ntsay, born on March 27, 1961, is a politician from Madagascar. He served as the 28th Prime Minister of Madagascar from 2018 until October 2025. He also briefly served as the acting President in 2023. Before becoming Prime Minister, he was the Minister of Tourism from 2002 to 2003. He also represented Madagascar at the International Labour Organization from 2008 to 2018.

Early Life and Education
Christian Louis Ntsay was born in Diégo-Suarez, Madagascar, on March 27, 1961. He studied at the University of Antananarivo, earning a degree in Economics between 1982 and 1985. Later, he went to Paris, France. There, he earned a special degree in business management and leadership techniques.
Public Service and Leadership
Early Career and International Work
Mr. Ntsay helped start Radio Fréquence Plus Madagascar. He was its first president from 1992 to 2001. He also worked as the general manager for the SOLIMA oil company in Madagascar from 1993 to 1997. From 1998 to 2007, Ntsay worked as an advisor for important international groups. These included the World Bank and the United Nations Development Programme. He served as the Minister of Tourism from 2002 to 2003. Later, from 2008 to June 4, 2018, he represented Madagascar at the International Labour Organization.
Becoming Prime Minister
On June 4, 2018, the previous Prime Minister, Olivier Mahafaly Solonandrasana, stepped down. President Hery Rajaonarimampianina then chose Christian Ntsay to become the new Prime Minister. Before the 2023 presidential election, Ntsay also served as acting president. He led a government that aimed to unite different groups in the country. Some candidates in the 2023 presidential election raised concerns about the fairness of the process while Ntsay was acting president.
End of Term
In September 2025, there were protests in Madagascar. These protests were about issues like water and power cuts. Because of these events, President Andry Rajoelina announced on September 29, 2025, that Ntsay's government would end. Ntsay's government continued to manage the country for a short time. This temporary role lasted until a new Prime Minister was chosen. His term as Prime Minister officially ended on October 6, 2025.
