Clément Mouamba (born 13 November 1943 – died 29 October 2021) was an important politician from the Republic of the Congo. He served as the Prime Minister of the Republic of the Congo from 2016 to 2021. Before becoming Prime Minister, he was the Minister of Finance for a year, from 1992 to 1993.

Early Life and Political Start
Clément Mouamba was born in Sibiti on 13 November 1943. He began his political career by serving as the Minister of Finance. This was during the time when Pascal Lissouba was the President of the Republic of the Congo.
Mouamba was also a key member of a political group called the Pan-African Union for Social Democracy (UPADS). This party was in charge when Lissouba was president. However, after a conflict in 1997, the party moved into opposition.
Facing Questions
Later, Clément Mouamba, along with other officials, faced questions about how some money was handled when he was Minister of Finance. This was related to the sale of oil in 1993. However, on 27 December 2001, the questions against Mouamba were dropped. It was decided that he was simply following orders at the time.
Rising in His Party
Even after these events, Mouamba continued to be active in politics. At a special meeting of his party, UPADS, in December 2006, he was chosen as one of the party's 25 vice-presidents. This showed his important role within the party.
Becoming Prime Minister
In the time leading up to the 2015 vote on changing the constitution, Mouamba made a big decision. He chose to take part in discussions about the constitution, even though his party, UPADS, decided to boycott them. The vote allowed President Denis Sassou Nguesso to run for president again.
After President Sassou Nguesso was sworn in for another term in April 2016, he chose Clément Mouamba to be the Prime Minister. This happened on 23 April 2016.
Leading the Government
As Prime Minister, Mouamba continued to play a central role in the country's politics. For the parliamentary election in July 2017, he was chosen as the candidate for the ruling Congolese Labour Party (PCT) in his hometown of Sibiti. He ran without any opponents and won his seat.
After the election, where the PCT won most of the seats in parliament, Mouamba offered his government's resignation. This is a normal step after an election. Because he was the oldest member of the new National Assembly, he led the process of choosing the new leaders of the Assembly. President Sassou Nguesso then reappointed him as Prime Minister on 21 August 2017. A new government was announced shortly after, with only minor changes.
Later Years and Passing
In May 2021, Clément Mouamba and his government resigned from their positions. Anatole Collinet Makosso then became the new Prime Minister.
Clément Mouamba passed away on 29 October 2021, in Paris, France. His death was caused by COVID-19.
