Consuelo Andrew Seoane (born 1876, died 1964) was a high-ranking officer, a colonel, in the US Army. He was one of the very first American spies for the US Army. He worked in many places like Japan, Korea, the Ryukyu Islands, Taiwan, Manchuria, and China.

From 1909 to 1911, Colonel Seoane worked with US Navy Commander Joseph Cheesman Thompson. They pretended to be South African naturalists. This allowed them to travel secretly. Their mission was to map possible invasion routes. They also counted naval guns and forts in Imperial Japan.

Colonel Seoane's life story is quite amazing. It includes his time as an officer in the Spanish–American War. He also served during the Philippine Insurrection. Later, he was a spy in Japan. He also took part in two World Wars. His wife, Rhoda, wrote a book about him. It is called 'Uttermost East and the Longest War'.

Colonel Seoane and his wife also brought the Ibizan Hound dog breed to the US. This happened in 1956. Sociologist William Sims Bainbridge is Consuelo's grand-nephew.
