From 1947 to 1955, Pelly worked for Her Majesty's Diplomatic Service. This meant he was a diplomat, representing his country in other parts of the world. He served as a Political Agent in different countries. A Political Agent was like a special representative or ambassador.

From 1947 to 1952, Cornelius Pelly was the Political Agent in Bahrain. This is an island country in the Middle East. After that, from 1952 to 1955, he served as the Political Agent in Kuwait.
After his time as a Political Agent, Pelly worked for the ruler of Kuwait, Abdullah III Al-Salim Al-Sabah, from 1955 to 1956.
