Dagmar Normet was born in Tallinn, Estonia, on 13 February 1921. Her birth name was Dagmar-Sarlia Rubinstein. She came from a Jewish family. For a few years, from 1940 to 1945, her name was Dagmar Randa.

Dagmar studied in the Soviet Union. She went to the Pedagogical Institute in Ulyanovsk. She also studied at the Moscow Institute of Physical Education in Moscow. In 1945, she came back to Estonia. She started teaching sports at the Tartu State University in Tartu. From 1945 to 1960, Dagmar was married to Leo Normet. He was a famous Estonian composer. They had a son named Ingo and a daughter named Haldi.
