William David Allan (born November 4, 1879 – died January 9, 1961) was an important British soldier and police officer. He was also known as David Allan. He received a special award called the OBE for his excellent work.

Early Life and Military Career
David Allan was born in Elgin, Moray, Scotland. He went to school at Elgin Academy and Blundell's School.
Joining the Army
In 1902, David Allan joined the army as a second lieutenant. He was part of a group called the Seaforth Highlanders. Soon after, he moved to another famous army group, the Black Watch.
Serving in South Africa
Allan served with his regiment in the Second Boer War in South Africa. This was a big conflict that ended in June 1902. After the war, he sailed back to England.
Promotions and Awards
Over the years, David Allan was promoted several times. By 1910, he was a lieutenant. He later became a temporary captain and then a major in 1917. In 1919, he received the Officer of the Order of the British Empire (OBE) award. This award recognizes people who have made a great impact in their field.
A Career in Policing
After his time in the army, David Allan began a new career in policing. He became a very important figure in law enforcement.
Chief Constable Roles
From 1919 to 1920, Allan was the Chief Constable of Bootle. This means he was the main police leader for that area. He then became the Chief Constable of Argyll from 1920 until 1927.
Inspector of Constabulary
In 1927, David Allan was appointed HM Inspector of Constabulary for Scotland. This role meant he helped make sure police forces were doing a good job. He later became an Inspector for England and Wales in 1930.
London Metropolitan Police
In 1931, Allan took on a big role as Assistant Commissioner "A" for the London Metropolitan Police. He was in charge of all the uniformed police officers in London. However, he soon returned to his role as an Inspector of Constabulary. He retired from his long career in 1938.
Personal Life
David Allan was married to Eve Crozier. They had three sons together. He passed away in his home town of Elgin in 1961, at the age of 81.
