In 1989, Dolman was challenged for the Speaker position by Wim Deetman. Deetman was a politician from another party, the Christian Democratic Appeal. Dolman lost the election by a small number of votes.
Less than a year later, on July 1, 1990, Dolman left the House of Representatives. He then became a member of the Council of State. This is a very important advisory body that helps the Dutch government and parliament. He served there until 2003.
