Early Life and Education
Edgar Foreman Jr. was born on December 22, 1933. His birthplace was near Portales, New Mexico. This area is in Roosevelt County, in southeastern New Mexico. His parents were Edgar Foreman Sr. and Lillian Childress.
From 1952 to 1953, he studied at Eastern New Mexico College. He then moved to New Mexico State University in Las Cruces. In 1955, he earned a Bachelor of Science degree. His degree was in civil engineering. Civil engineers design and build things like roads, bridges, and buildings.
Before becoming a politician, Foreman worked for the Phillips Petroleum Company. This was from 1953 to 1956. He also served in the United States Navy from 1956 to 1957. He was an enlisted sailor. He also served in the Navy Reserve and the Air Force Reserve. He later became a captain in the Air Force Reserve. He also led a company called Foreman Brine Sales and Service. He was also president of other companies like Valley Transit Mix and Foreman Oil, Inc.
Political Career
Representing West Texas (1963–1965)
In 1962, Edgar Foreman was elected to Congress. He represented the 16th District in West Texas. This district included cities like El Paso. His win was partly because of issues linked to the previous representative.
However, Foreman lost his bid for re-election in 1964. Re-election means trying to be elected again for the same job. That year, President Lyndon B. Johnson was re-elected by a huge number of votes. This made it hard for many Republicans to win their elections across the country.
Representing Southern New Mexico (1969–1971)
After his defeat in Texas, Foreman moved to New Mexico. He became involved in business and community activities in Las Cruces. In 1968, he ran for Congress again. This time, he ran in the southern district of New Mexico. He won against the current representative, E. S. "Johnny" Walker.
That same year, Richard Nixon won the presidential election. This helped other Republican candidates, like Foreman, get elected. But Foreman was unseated after just one term in 1970. This means he lost his election to Democrat Harold Runnels.
Working for the Government
After leaving Congress for the second time, Foreman was appointed to two federal jobs. In 1971, he became an Assistant Secretary of the Interior. This was during the Nixon administration. The next year, in 1972, he was appointed to a position at the United States Department of Transportation. He worked there until 1976.
