Eustorgio Salgar Moreno Salazar (1831–1885) was a Colombian lawyer and a brave general. He was also an important political figure who became the president of the United States of Colombia. He served as president from 1870 to 1872. When he was elected, he was only 39 years old, making him the youngest president of Colombia at that time.

About Eustorgio Salgar
Eustorgio Salgar was born in Bogotá, Cundinamarca, on November 1, 1831. He passed away in the same city on November 25, 1885.
His Early Life and Studies
Salgar went to a school that later became the National University of Colombia. There, he studied law. In 1851, when he was 20 years old, he earned his law degree.
Salgar's Political Career
Eustorgio Salgar had a long and active career in politics.
- Governor of Provinces: Starting in 1853, he was the governor of the Garcia Rovira province. In 1855, this province joined with Pamplona. Salgar then became the governor of this new, larger province until 1858.
- Member of the Senate: In 1858, Salgar was a member of the senate for the Granadine Confederation, which was a country that existed for a short time.
- Governor of Santander: A year later, in 1859, he became the governor of the Sovereign State of Santander.
His Time as a General
In 1859, Salgar joined the army led by General Tomás Cipriano de Mosquera. This was during a time of conflict between different political groups. Salgar was captured during the fighting. He was held until March 31, 1861, when General Mosquera's forces took control of Bogotá.
Diplomatic Work
After his time as president, Salgar was chosen to be an ambassador. He represented Colombia in the United States of America until 1867.
Eustorgio Salgar's Presidency
During the presidential election of 1870, Eustorgio Salgar was chosen as a candidate by a group within the Liberal party. Another important leader, General Tomás Cipriano de Mosquera, was nominated by a different group. Salgar won the most votes from the people and was elected president. He served for a two-year term, starting on April 1, 1870.
What He Did as President
Even though his presidency was short, Eustorgio Salgar achieved some important things:
- First Railway Company: He helped start the country's very first railway company. This was a big step for transportation in Colombia.
- Social Security: He also created the first organization meant to provide social security. This was a new idea to help people in need.
