Fabián Ernesto Alarcón Rivera was born on April 14, 1947. He served as the President of Ecuador for two separate periods. First, he was president from February 6 to February 9, 1997. Then, he served again from February 11, 1997, until August 10, 1998.

Early Life and Career
Fabián Alarcón was born in Quito, the capital city of Ecuador. His father, Ruperto Alarcón, was also involved in politics. He used to be the president of the Chamber of Deputies, which is part of the country's government.
Fabián Alarcón studied at the Pontificia Universidad Católica del Ecuador. He later became a member of the Alfarista Radical Front political party.
Leading the National Congress
Before becoming president, Fabián Alarcón held an important position. He was the President of the National Congress. This is like being the leader of the country's parliament or law-making body. He served in this role from 1991 to 1992. He then held the position again from August 1995 until February 1997.
Becoming President
In February 1997, Ecuador faced a big political challenge. The president at the time, Abdalá Bucaram, was removed from office. Because of this, Fabián Alarcón, who was the head of the National Congress, became the acting president. This means he took over temporarily.
However, the vice-president, Rosalía Arteaga, also wanted to be president. For two days, she became president. But then, Fabián Alarcón was put back in charge. This was a very unusual time in Ecuadorian politics.
End of Presidency
Fabián Alarcón remained president until early elections were held in 1998. He decided not to run for president in those elections. After the new president, Jamil Mahuad, was elected, Alarcón stepped down on August 10, 1998.
Even after leaving office, Fabián Alarcón continues to receive a pension from the Ecuadorian government. This pension is about $38,800 each year.
Other Political Efforts
Besides his time as president, Fabián Alarcón also tried to become the mayor of Quito. He ran for this position in 1988 and again in 1992. However, he did not win either of those elections.
