Fabián Ernesto Alarcón Rivera was born on April 14, 1947. He is a former politician from Ecuador. He served as the 40th president of Ecuador from 1997 to 1998. Before becoming president, he was the leader of Ecuador's main law-making group, the National Congress. He held this role from 1991 to 1992 and again from 1995 to 1997.
In February 1997, the president at the time, Abdalá Bucaram, was removed from office. Fabián Alarcón, who was the head of the National Congress, stepped in as the temporary president. However, there was a short period of confusion about who should be president. The vice president, Rosalía Arteaga, also became president for a very short time. But with support from the Congress and the military, Alarcón became president again. Arteaga then went back to being vice president.
In 1998, Alarcón arranged for new elections to be held. He did not run in these elections. After the elections, Jamil Mahuad became the new president. For many years after Alarcón, no Ecuadorian president finished their full term until Rafael Correa did so in 2013.

Fabián Alarcón's Early Life and Political Journey
Fabián Alarcón was born in Quito, the capital city of Ecuador. His father, Ruperto Alarcón, was also a politician. He had been a leader in the Chamber of Deputies, which is another part of the government.
Alarcón became the President of the National Congress twice. First, from 1991 to 1992. Then, he held the position again from August 1995 until February 1997. It was during this second term that he became the temporary president of Ecuador. This happened when President Abdalá Bucaram was removed from office.
A Time of Change in Leadership
When Alarcón became temporary president, it caused a political challenge in Ecuador. The vice president, Rosalía Arteaga, also wanted to be president. For two days, Arteaga was the president. But then, Fabián Alarcón was put back in charge. He stayed as president until early elections were held in 1998. He decided not to run for president in those elections.
Alarcón is a member of a political group called the Alfarista Radical Front. He continues to receive a yearly payment from the Ecuadorian government.
Running for Mayor
Before becoming president, Fabián Alarcón also tried to become the mayor of Quito. He ran for mayor in 1988 and again in 1992, but he did not win either time.
