Francisco Bahamonde de Lugo was an important Spanish leader. He served as the Governor of Puerto Rico from 1564 to 1568. Later, he became the Governor of Cartagena de Indias (in modern-day Colombia) from 1572 until 1574. He passed away while still serving as governor in Cartagena.

Governor of Puerto Rico (1564-1568)
During his time as governor, Francisco Bahamonde de Lugo faced several challenges. He helped the people of Puerto Rico with important issues.
Moving San Germán
The town of San Germán was originally located in Guayanilla. However, it faced many attacks. French privateers (like pirates) attacked in 1565. Native Caribbean people also attacked in 1568. Because of these dangers, the people of San Germán asked Governor Bahamonde de Lugo for permission. They wanted to move their town to a safer, new location. He agreed, and the town moved to where it is today.
Dealing with Immigration
In 1567, Governor Bahamonde de Lugo wrote to the King of Spain. He was concerned about people moving to Puerto Rico without permission. This was called "illegal immigration." The king then gave him advice on how to handle the situation.
Finding a Doctor for the Island
In 1568, Governor Bahamonde de Lugo saw a big need for a doctor. He knew the people of Puerto Rico needed medical care. He asked for a Spanish doctor to come and help. The doctor chosen was Hernando de Cataño. When Dr. Cataño accepted the job, he received special payments. These payments included a lot and several pieces of land. This land was located across the harbor from the small island of San Juan. Because Dr. Cataño owned this land, the area was named after him.
Family Background
Francisco Bahamonde de Lugo was born in the Canary Islands. His family was very important and noble. They were known for helping to conquer the Canary Islands for the Crown of Castile (part of Spain). He was related to Inés de Lugo. She was the sister of Alonso Fernández de Lugo. Alonso was known as the first Adelantado of the Canary Islands. An Adelantado was a special title given to a leader who explored and conquered new lands for the king.
