Francisco Avelino Vieira de Carvalho (born December 4, 1970) is an important politician from Cape Verde. He leads a political group called the African Party for the Independence of Cape Verde (PAICV). Since 2020, he has also been the mayor of Praia, a major city in Cape Verde. In the 2026 parliamentary election, his party won the most seats. This means he is expected to become the next Prime Minister of Cape Verde.

Early Life and Education
Francisco Carvalho was born in Praia, Cape Verde, on December 4, 1970. He studied at NOVA University Lisbon, where he earned two important degrees. One was in sociology, which is about how people live and interact in groups. The other was about how people move between countries and different cultures. In 2002, he helped start a group for young researchers from Cape Verde in Lisbon. He was the first leader of this group. By 2008, he returned to Cape Verde. There, he led a study about city life in the country.
Serving as Mayor of Praia
In October 2020, Francisco Carvalho was elected to lead the city council of Praia. This role is similar to being the mayor of the city. He represented the PAICV. During a time when Cape Verde was dealing with a major public health challenge, Carvalho had different approaches to city-wide health programs.
He hosted the 28th Festival de Gamboa in 2022. This was the first time the festival happened since before the public health situation. He also presented awards at the event. Carvalho was re-elected as mayor in 2024, receiving over 25,000 votes. He faced some challenges and disagreements while leading the city. However, he continued to serve the people of Praia. He also promised to improve city services, such as waste management.
Leading the PAICV Party
In January 2025, Francisco Carvalho announced he would run for president of his party, the PAICV. He won this election on May 25, 2025, receiving 62% of the votes. He explained that he would appoint someone else to manage the city while he focused on his new role. After his party won the 2026 election, he shared his views on how the previous mayor had managed Praia.
Becoming Prime Minister-Designate
In the 2026 parliamentary election, Francisco Carvalho's party secured a majority of seats. They won in the National Assembly. This important victory positioned him as the prime minister–designate of Cape Verde. As of May 20, 2026, he was awaiting his official swearing-in ceremony.
