José Ulisses de Pina Correia e Silva was born on June 4, 1962. He is a businessman and politician from Cape Verde. He has been the Prime Minister of Cape Verde since April 22, 2016.
He became Prime Minister after his political party, the Movement for Democracy, won the election on March 20, 2016.

Early Life and Education
Ulisses Correia e Silva was born in Praia, Cape Verde. His parents were Virgílio Correia e Silva and Isolina de Pena. In 1988, he finished his studies at the School of Economics and Business Management. This school is part of the Technical University of Lisbon.
Starting His Career
Silva began his career working in banks. From 1989 to 1994, he was a director at the Bank of Cape Verde. He also taught classes at the Jean Piaget University of Cape Verde.
Political Journey
Silva has held several important roles in the government of Cape Verde. From 1995 to 1998, he was the Secretary of State for Finance. Then, from 1999 to 2001, he served as the Minister of Finance.
Between 2006 and 2008, Silva was the Vice-President of the Movement for Democracy (MpD) political party. In 2008, he was chosen to be the Mayor of Praia, the capital city. He was re-elected as Mayor in 2013. Also in 2013, he became the President of the MpD party.
Silva also led some international groups. In 2013, he was the executive president of UCCLA. This group connects capital cities in Portuguese-speaking countries across Africa, America, and Asia. In November 2014, he became the president of IDC Africa.
Serving as Prime Minister
In June 2016, Prime Minister Silva and his Finance Minister met with representatives from the International Monetary Fund. They talked about Cape Verde's economy. A few months later, in September 2016, they met again to continue these important discussions.
In February 2020, Silva was re-elected to lead the Movement for Democracy (MpD) party. He received almost all the votes. This meant he would be the party's candidate for Prime Minister in the 2021 elections.
