José Maria Pereira Neves (born March 28, 1960) is a politician from Cape Verde, an island nation in Africa. He is currently the President of Cape Verde. Before becoming president, he served as the Prime Minister of Cape Verde for many years, from 2001 to 2016. He is a member of the African Party for the Independence of Cape Verde (PAICV). In the 2021 presidential election, he won with more than half of the votes.

About José Maria Neves
José Maria Neves was born in 1960 on the island of Santiago in Cape Verde. When he was a teenager, he became very interested in politics. He led a youth group that supported Cape Verde becoming independent from Portugal in 1975. He studied at the Getúlio Vargas Foundation in Brazil, which is a well-known business school.
After his studies, Neves returned to Cape Verde in the 1980s. He worked in different government offices. He helped with projects to improve how the government worked and to train public workers. He also worked as a consultant, helping with human resources management.
Neves's Political Journey
In 1989, José Maria Neves joined the PAICV political party. He ran for the party's leadership in 1997 but did not win that time. In 2000, he decided to run for the PAICV presidency again. At that time, he was the head of the Santa Catarina Town Council. He won the party leadership, and soon after, he became the Prime Minister of Cape Verde.
As Prime Minister, Neves worked to build relationships with other countries. He started diplomatic ties with the People's Republic of China. In 2002, he signed a special agreement with the European Union. He also met with leaders from the Community of Portuguese Speaking Countries (CPLP). From 2003 to 2004, he also served as the Minister of Finance.
In 2005, he visited Brazil and met with President Lula da Silva. They talked about investing in Cape Verde, including building the first public university there.
Neves and his party won the parliamentary election in 2006. This allowed him to serve a second term as prime minister. The World Bank and the IMF praised his economic policies.
In 2006, Neves spoke about the challenges facing Africa. He said that African leaders needed to take responsibility for their continent's future. He believed they should create clear plans to use Africa's human and natural resources wisely.
In 2007, he worked to give Cape Verde a special status with ECOWAS, a group of West African countries.
A new government was formed under Neves in 2008. For the first time in Cape Verde, more than half of the ministers were women. This was a big step for the country.

In 2011, he was elected for his third term as prime minister. His party continued to have a strong presence in the Cape Verdean parliament. He attended a global trading conference in 2013.
In 2014, he announced another new government. After the 2016 parliamentary elections, Ulisses Correia e Silva took over as prime minister.
In October 2021, José Maria Neves won the presidential election in the first round. He received enough votes to become the President of Cape Verde.
