José Maria Pereira Neves (born 28 March 1960) is an important politician from Cape Verde. He is currently the President of Cape Verde. Before becoming president, he was the Prime Minister of Cape Verde from 2001 to 2016. He is a member of the African Party for the Independence of Cape Verde (PAICV). In the 2021 presidential election, he won with 51.7% of the votes.

Who is José Maria Neves?

José Maria Neves was born on the island of Santiago in 1960. When he was a teenager, he became very interested in the politics of Cape Verde. He led a youth group that supported the country's move from Portuguese rule to independence. This happened in 1975. He studied at the São Paulo School of Business Administration in Brazil.

After his studies, he returned to Cape Verde in the 1980s. He worked in different government offices. He helped with projects to improve how the government worked. He also helped train people for public service.

Becoming a Leader

In 1989, Neves joined the PAICV party. He tried to become the leader of the party in 1997 but did not win. In 2000, he tried again and became the president of the PAICV party. At that time, he was also the head of the Santa Catarina Town Council.

Key Actions as Prime Minister

After becoming prime minister, Neves worked to build relationships with other countries. He started diplomatic ties with People's Republic of China. In 2002, he signed a special agreement with the European Union. He also wanted Cape Verde to have a special relationship with the European Union because of its location near other islands. He met with leaders from Portuguese-speaking countries. He also served as the Minister of Finance from 2003 to 2004.

In 2005, he visited Brazil and met with President Lula da Silva. They talked about investing in Cape Verde, including its first public university.

Neves won the 2006 parliamentary election and started his second term as prime minister. The World Bank and the IMF praised his economic plans.

In 2006, Neves said that African leaders are mainly responsible for Africa's current problems. He believed they should create a clear plan for Africa's future. This plan should use all of Africa's human skills and natural resources. In 2007, he wanted Cape Verde to have a special status with ECOWAS.

In 2008, a new government was formed under Neves. For the first time in Cape Verde, most of the ministers were women. There were eight women out of 15 ministers.

He was elected for his third term as prime minister in 2011. His party gained more influence in the Cape Verdean parliament.

He attended a global trading conference in 2013. In 2014, he announced another government. After the 2016 parliamentary elections, Ulisses Correia e Silva became the new prime minister.

Becoming President

In October 2021, José Maria Neves won the presidential election. He received 51.5% of the votes in the first round. This meant he had enough votes to be elected president right away.
