Félix Augusto Antonio Ulloa Garay (born 6 April 1951) is a politician, speaker, professor, and lawyer from El Salvador. He has been the 50th Vice President of El Salvador since 2019. Before becoming Vice President, he worked as a lawyer and taught at universities.

Early Life and Education
Félix Ulloa was born in Chinameca, El Salvador, on 6 April 1951. His father, Félix Ulloa Sr., was the head of the University of El Salvador. Sadly, his father passed away in 1980.
Félix Ulloa studied law at the Complutense University of Madrid and graduated in 1979. He also continued his studies in public administration and finance. He earned a degree in banking and finance from the Technological University of El Salvador.
In 1973, while still a student, Ulloa was involved in student politics. He was the president of the Student Electoral Tribunal. He also helped lead a union for workers at the Salvadoran Social Security Institute.
Career Highlights
Legal Work
During the Salvadoran Civil War, Ulloa worked as a lawyer. He helped the National Union of Salvadoran Workers. He also helped start the Institute of Legal Studies of El Salvador. He was the president of this institute many times.
Ulloa taught political science at Universidad del Salvador. He also taught law at Central American University, San Salvador.
After the war, the Supreme Electoral Court was created. This court helps make sure elections are fair. Ulloa was chosen to be a judge there. He also helped watch elections in over twenty different countries. He was an expert for the United Nations on election help.
For more than ten years, Ulloa worked as a director for the National Democratic Institute. He helped with their work in countries like Haiti, Morocco, and Nicaragua.
Political Journey
Ulloa was a member of the National Revolutionary Movement Party. His father had started this party. Ulloa was part of its main political group.
In the 2019 election, he ran alongside Nayib Bukele. They won the election, and Ulloa became the Vice President.
Bukele and Ulloa decided to run for reelection in the 2024 election. They registered as candidates with the Nuevas Ideas party in June 2023. The law usually limits presidents and vice presidents to one term. However, they were allowed to run again. In November, Ulloa took time off from his duties to campaign.
Ulloa also attended the coronation of Charles III and Queen Camilla. This was a special event in the United Kingdom.
He also met with U.S. Senator Chris Van Hollen. They talked about a person named Kilmar Abrego Garcia.
Personal Life
Félix Ulloa married Lilian Alvarenga in 1973. They have three children together.
Political Views
Ulloa has supported strong actions against crime. This included large group hearings for people thought to be involved with gangs. He also supported lowering the age at which young people can be tried as adults in court. He has compared some of El Salvador's court decisions to those made by the U.S. Supreme Court.
