How the Government Was Formed
Choosing a New Prime Minister
In April 2016, the Prime Minister at the time, Arseniy Yatsenyuk, announced he would step down. This meant Ukraine needed a new leader for its government.
Volodymyr Groysman, who was the Speaker of Ukraine's parliament (called the Verkhovna Rada), was suggested to take Yatsenyuk's place. On 14 April 2016, the parliament officially voted to make Groysman the new Prime Minister.
Building a Coalition
To form a new government, the main political parties, Petro Poroshenko Bloc and People's Front, needed enough votes in parliament. They didn't have enough votes on their own. So, they worked with other groups in parliament, like Revival and People's Will. These groups helped by voting for the new government, making it possible for Groysman to become Prime Minister.
Who Was in the Government
In Ukraine, the President has a special role in choosing some ministers. For example, the President suggests who should be the Minister of Foreign Affairs and the Minister of Defense. The parliament then approves these choices. When the Groysman government started, Pavlo Klimkin continued as Foreign Minister and Stepan Poltorak continued as Defense Minister.
The job of Minister of Health was empty for a while after the government was formed. Later, Ulana Suprun, who had become a Ukrainian citizen, was appointed as the acting Minister of Health.
There were some changes to the team over time. For example, the Finance Minister, Oleksandr Danylyuk, was removed from his job in June 2018. After him, Oksana Markarova first became the acting Finance Minister and then the official Minister in November 2018. At the same time, a new job was created: the Minister of Veterans Affairs, and Iryna Friz was appointed to this role.
The Agriculture Minister, Taras Kutovy, also left his position in November 2018. Maxim Martynyuk then became the acting Minister of Agriculture.
