Gustavo Balcázar Monzón, born on August 10, 1927, is a Colombian lawyer and a politician who has now retired. He was part of the Colombian Liberal Party. He worked in the Colombian Congress, which is like the country's main law-making group. He was a member of both the Senate and the Chamber of Representatives of Colombia, and he even led both of these groups at different times.
He also worked for President Guillermo León Valencia. During this time, he was the 48th Governor of Valle del Cauca and the 16th Minister of Agriculture. Later, under President Julio César Turbay Ayala, he became the 18th Ambassador of Colombia to the United Kingdom. He also served as a special ambassador to Algeria.

Early Life and Family
Gustavo Balcázar Monzón was born in Santiago de Cali, Colombia, on August 10, 1927. His parents were Ricardo Balcázar and Leonor Monzón. He first married Bolivia Ramos, and they had two daughters named María Isabel and Iliana. After they divorced, he married Nydia Quintero Turbay in 1984. Nydia Quintero Turbay was once the First Lady of Colombia.
Education and Studies
Gustavo Balcázar Monzón went to Berchmans School in Cali for his primary and secondary education. After finishing school, he moved to Bogotá. There, he studied Law and Economics at the Pontificia Universidad Javeriana. He earned his degree in 1950. His final project for his degree was about cities, how they are planned, and a special tax called the valorization tax.

Serving in Congress
Gustavo Balcázar Monzón spent many years working in the Colombian Congress. This is where laws are made for the country. He was a member of the Chamber of Representatives of Colombia from 1958 to 1962. Later, he became a Senator for several terms, from 1962 to 1962, then from 1966 to 1979, and again from 1982 to 1994. He even had the important job of leading both the Senate and the Chamber of Representatives.

Before his time as a Senator, Gustavo Balcázar Monzón held other important roles. From 1962 to 1964, he was the Governor of Valle del Cauca. The governor is like the leader of a state or department.
