Hakam Umar As‘ad Balawi (Arabic: حكم بلعاوي) was an important Palestinian leader. He was born in 1938 and passed away on November 28, 2020, at 82 years old. He worked as a politician and was part of the government for the Palestinian National Authority. He was also a member of the Palestinian Legislative Council, which is like a parliament.
Hakam Balawi's Early Life and Education
Hakam Balawi was born in 1938 in a town called Bal'a. This town is near Tulkarm in what was then called British Mandate Palestine. He studied different subjects. He earned special papers, called diplomas, in administration, journalism, and education. This means he learned a lot about how to manage things, write for news, and teach.
Hakam Balawi's Career in Politics
Hakam Balawi started his political journey in 1968. He became a leader in the information group for a political party called Fatah. He held this role until 1978.
His first big job in politics was as an ambassador. An ambassador is like a country's representative in another country. From 1973 to 1975, he worked as the ambassador for the Palestine Liberation Organization (PLO) in Libya. The PLO is a group that represents the Palestinian people.
After his time in Libya, he became a strong supporter of Fatah. He then served as the PLO's ambassador to Tunisia. This job lasted from 1983 to 1994.
In November 2003, a famous Palestinian leader named Yasser Arafat gave Hakam Balawi a very important job. He became the Interior Minister of the Palestinian National Authority. The Interior Minister is in charge of things like police and keeping the country safe. He stayed in this position until February 2005.
Hakam Balawi was also a member of other important groups. He was part of the main leadership team of Fatah. He also served on the Palestinian National Council. This council helps make big decisions for the Palestinian people. On top of that, he was the Secretary for the Union of Palestinian Writers and Journalists. This shows he cared about writing and sharing information. Many people saw him as a very loyal supporter of Yasser Arafat.
