Early Life and Education
Harl H. Haas Jr. was born in Cape Girardeau, Missouri, in 1932. He was raised by his mother. He attended Southeast Missouri State University for a year. Later, he served in the United States Army for two years.
After his military service, he went back to college. He studied at the University of Montana. In 1958, he moved to Salem, Oregon, to attend Willamette University College of Law. He graduated with honors in 1961. That same year, he passed the Oregon Bar exam, which allowed him to become a lawyer. He had two daughters, Holly and Amy.
Political Career in Oregon
After becoming a lawyer, Harl Haas started his own law practice. He decided to get involved in politics.
Serving in the Legislature
In 1968, Haas ran for a seat in the Oregon House of Representatives. He won the election as a Democrat. He represented the city of Portland. He was re-elected in 1970.
In 1971, he was appointed to the Oregon State Senate. This meant he moved from one part of the state legislature to another. He served in the Senate until 1972.
Becoming a District Attorney
In 1972, Haas ran for district attorney of Multnomah County. A district attorney is a lawyer who represents the government in court cases. He won this election and then won a second term in 1976.
As district attorney, Haas created new programs for Oregon. He started a program to help victims of crime. He also created a program where people who caused harm could make up for it. These were the first programs of their kind in Oregon.
Serving as a Judge
After his time as district attorney, Haas ran for Oregon Attorney General in 1980 but did not win. In 1984, he was elected to be a judge on the Multnomah County Circuit Court. He started this new role in January 1985.
As a judge, Haas oversaw many important court cases. He retired from the court in 2001.
Later Life and Passing
Harl Haas passed away on September 21, 2013, at his home in Portland, Oregon. He was 80 years old.
