Harriet Victoria Cross is a British diplomat. She served as the top British representative in Trinidad and Tobago. This role is called the British High Commissioner. She held this position from 2020 to 2024. In 2025, she became the Governor of Montserrat.

About Harriet Cross
Harriet Cross took on her role as Governor of Montserrat in April 2025. Before this, she was the High Commissioner to Trinidad and Tobago from 2020 to December 2024. She also served as the Consul-General in Boston, Massachusetts, from 2016 to August 2020. Earlier in her career, she was the Deputy Ambassador at the British Embassy in Yemen.
She was the first woman to be the High Commissioner to Trinidad and Tobago. She was also the fourth woman to lead the Boston consulate. While in Yemen, she helped organize the safe departure of the Embassy staff. This was due to a conflict happening there. She then spent the rest of her time in Jeddah, Saudi Arabia.
Harriet Cross has a master's degree in International Relations. She earned this from the Fletcher School of Law & Diplomacy at Tufts University. She also has a First Class honours degree in Politics with French from the University of Warwick. Additionally, she holds an Executive Certificate in Management & Leadership from MIT.

High Commissioner to Trinidad and Tobago
Harriet Cross served as High Commissioner to Trinidad and Tobago from September 2020 to December 2024. Her time there began during the Covid pandemic. She spent her first two weeks in quarantine. During her term, she worked against gender-based violence. She also strongly supported empowering girls and women.
Governor of Montserrat
In January 2025, it was announced that Cross would become the Governor of Montserrat. She officially started her post in April 2025. She was sworn into office on April 23, 2025. She is the fourth woman to serve as governor of the island.
