James Robert Hooper (born July 27, 1936 – died January 24, 2008) was an American politician. He served as a member of the Maryland Senate from 1999 to 2007. He was known for his friendly personality and dedication to helping the people he represented.

Early Life and Education
James Robert Hooper grew up in Maryland. He attended Bel Air High School in Bel Air, Maryland. This is where he completed his early education.
Business and Community Work
Hooper was a successful businessman. In 1954, he started Harford Sanitation Services with his father. This company continued to operate even after his passing, run by his son, Bobby Ray Hooper, and his daughter, Cindy Hushon, until it was sold.
Beyond his business, Hooper was very involved in his community. He was a member of several local business groups, including the Harford County, Aberdeen, and Havre de Grace chambers of commerce. He also joined the Route 40 Business Association. From 1986 until his death, he served on the board of directors for the Salvation Army of Harford County. This shows his commitment to helping others in his area.

Serving Harford County
Hooper began his political career by serving on the Harford County Council. He was a member of the council from 1982 to 1990. The County Council helps make decisions for the local community, like managing services and budgets.
Becoming a State Senator
In 1998, Hooper was elected to the Maryland Senate. This is a part of the state government that makes laws for all of Maryland. He officially started his role on January 13, 1999. He represented District 35, which covers parts of Harford County. His main focus as a senator was to help the people he represented. He worked hard to make sure their voices were heard and their needs were met.
The "High Five" Senator
Senator Hooper was known for his friendly and cheerful personality. He had a special way of greeting people, especially the young pages who helped out in the Senate. Every day, he would walk into the session and give high-fives to all the pages lined up. This earned him the nickname "High Five" Hooper. He even shared these high-fives with his fellow senators! His unique greeting always brought smiles to everyone's faces and made the atmosphere a bit brighter.
His Legacy
On November 14, 2007, Hooper announced that he would be leaving his Senate seat. He made this decision due to health reasons. His resignation became official on December 31, 2007. He suggested that State Delegate Barry Glassman take his place, and Glassman did.
James Robert Hooper passed away on January 24, 2008, at his home in Street, Maryland. He was 71 years old. He is remembered for his dedication to public service and his kind, approachable nature.
