Jacques de Larosière de Champfeu (French pronunciation: [ʒak də laʁozjɛʁ də ʃɑ̃fø]; born 12 November 1929) is a French former civil servant. He held important roles in international finance. He was the president of the European Bank for Reconstruction and Development (EBRD) from 1993 to 1998. Before that, he was the governor of the Banque de France (France's central bank) from 1987 to 1993. He also served as the head of the International Monetary Fund (IMF) from 1978 to 1987.

Early Life and Education
Jacques de Larosière was born in Paris, France, on November 12, 1929. He went to school at Lycée Louis-le-Grand. This is a famous high school in Paris.
He then studied at Institut d'Etudes Politiques de Paris, also known as Sciences Po. Later, he graduated from École nationale d'administration (ENA) in 1958. ENA is a top French school for training high-level government officials. After ENA, he joined a special group called the Inspection générale des finances. This group checks how the French Finance Ministry manages money.

From 1965 to 1974, Larosière worked in the French Finance Ministry. He was part of the Directorate of the Treasury

Leading International Finance Groups
Jacques de Larosière became the Managing Director of the International Monetary Fund (IMF) in 1978. The IMF is an organization that helps countries around the world with their money problems. He led the IMF for almost nine years, until 1987.
After his time at the IMF, he became the Governor of the Banque de France. This is France's central bank, similar to the Federal Reserve in the United States. He served in this role from 1987 to 1993.
In 1993, Larosière became the President of the European Bank for Reconstruction and Development (EBRD). The EBRD helps countries in Europe and Asia develop their economies. He helped improve the bank's reputation during his time there, which ended in 1998.
Later Work and Influence
After leaving the EBRD, Larosière continued to be active in finance. In 2000, he helped create an organization called Eurofi. This group discusses financial issues in Europe.
In 2009, he led a special group asked by the European Commission. This group wrote a report, known as the "Larosière Report." It suggested big changes to how financial companies in the European Union are watched over. Many of these ideas were used to create new financial authorities in Europe. These include the European Banking Authority and the European Securities and Markets Authority.
As of 2021, he advises BNP Paribas, a large bank. He also chairs a committee for the French debt management office.
