Jacques de Larosière de Champfeu (born 12 November 1929) is a French former government official. He held important roles in finance around the world. He was the president of the European Bank for Reconstruction and Development from 1993 to 1998. Before that, he was the head of France's central bank, the Banque de France, from 1987 to 1993. He also led the International Monetary Fund (IMF) from 1978 to 1987.

Early Life and Education
Jacques de Larosière was born in Paris, France. He went to famous schools in France. These included Lycée Louis-le-Grand and Institut d'Etudes Politiques de Paris. He also studied at École nationale d'administration. This school trains people for high-level government jobs. After graduating in 1958, he joined a special group in the French Finance Ministry.
A Career in Finance
Jacques de Larosière spent many years working in finance. He held several key positions. These roles helped shape how money and banks work in France and globally.
Working for the French Government
From 1965 to 1974, Larosière worked in the French Finance Ministry. He was part of the Directorate of the Treasury. This department manages the government's money. Later, he became the Director of the French Treasury in 1974. He held this important job for four years.
Leading International Finance
Larosière became the Managing Director of the International Monetary Fund (IMF) in 1978. The IMF is an organization that helps countries with their money problems. He led the IMF until 1987.
After his time at the IMF, he returned to France. He became the Governor of the Banque de France. This is France's central bank. He held this position from 1987 to 1993.
In 1993, Larosière became the President of the European Bank for Reconstruction and Development (EBRD). This bank helps countries in Europe develop their economies. He helped improve the bank's reputation. He left the EBRD in 1998.
Later Work and Influence
After his main career, Larosière continued to be involved in finance. In 1992, he joined the Group of Thirty. This is a group of top financial experts.
In 2009, he led a group that wrote an important report. This report suggested big changes for how banks are watched in the European Union. Many of his ideas were used to create new financial organizations. These include the European Banking Authority.
As of 2025, he still advises financial groups. He is also the Chairman of the Strategic Committee for France's debt management office.
