James Edward Proctor Jr. (born June 14, 1936 – died September 10, 2015) was an American politician. He was a member of the Maryland House of Delegates, which is like a state-level parliament. He represented District 27A for many years.

Early Life and Education

James Proctor was born in Washington, D.C. on June 14, 1936. He grew up there and went to Dunbar High School. After high school, he served in the United States Air Force for a short time.

Later, he went to Bowie State College. He earned a degree in elementary education in 1969. He then got his master's degree in education in 1972. Proctor worked as a principal in secondary schools for 17 years. After his career in education, he focused on politics. He passed away on September 10, 2015, due to heart disease.

James Proctor became a member of the Maryland House of Delegates in May 1990. He was chosen to fill a spot after another delegate, William R. McCaffrey, retired.

In the House of Delegates, Proctor served on important committees. He was part of the Rules and Executive Nominations Committee. He also served on the Spending Affordability Committee. He was a member of the Legislative Black Caucus of Maryland.

Proctor was also the vice-chairman of the House Appropriations Committee. This committee handles how the state's money is spent. He held this important role until his death in 2015.

After he passed away, his wife, Elizabeth G. (Susie) Proctor, was appointed to his seat. Maryland Governor Larry Hogan chose her on October 9, 2015.
