James W. Carroll Jr. is an American lawyer and government official. He worked for the United States government for many years. From 2018 to 2021, he was the director of the Office of National Drug Control Policy during the Trump Administration. This office helps the government deal with issues related to dangerous substances.
Jim Carroll's Education
James Carroll went to the University of Virginia and earned a Bachelor of Arts (B.A.) degree. This is usually the first degree you get from a university. Later, he studied law at George Mason University and received a Juris Doctor (J.D.) degree. This degree is needed to become a lawyer.
Jim Carroll's Career in Government
Before leading the Office of National Drug Control Policy, Jim Carroll held several important jobs in the government. He worked as a top lawyer, known as a General Counsel, for the Office of Management and Budget. This office helps the President manage the government's money and plans.
He also served as a lawyer in the Office of the White House Counsel. This office gives legal advice to the President and the White House staff. He did this for both President Donald Trump and President George W. Bush.
Later, he became the White House Deputy Chief of Staff. This is a very important role, helping the President's Chief of Staff manage the daily operations of the White House.
Leading the Office of National Drug Control Policy
On January 2, 2019, the U.S. Senate approved Jim Carroll for the role of Director of the Office of National Drug Control Policy. The Senate is a part of the U.S. Congress that must approve many government officials. He was officially sworn into office by Vice President Mike Pence on January 31.
In 2021, Mr. Carroll spoke about the dangers of certain powerful substances. He compared one called fentanyl to "weapons of mass destruction" to show how serious and harmful it can be. This highlights his focus on public safety and protecting communities.
