Jim Hill (born April 23, 1947) is an American lawyer and financial expert. He is also a politician who served as the Oregon State Treasurer. He held this important job for two terms, from January 4, 1993, to January 1, 2001. Before becoming Treasurer, Jim Hill was part of the Oregon Legislative Assembly, serving in both the House of Representatives and the State Senate.

Early Life and Education
Growing Up in Georgia
Jim Hill was born in Atlanta, Georgia. He grew up there before moving on to his college studies.
College and Law School
He attended Michigan State University. In 1969, he earned a Bachelor of Arts degree in economics. Later, he went to Indiana University Bloomington. There, he earned two more advanced degrees. He received a Master of Business Administration (MBA) in 1971. This degree helps people learn how to manage businesses. In 1974, he earned a Juris Doctor (JD) degree, which is a law degree.
Political Career and Public Service
Becoming Oregon's Treasurer
In 1992, Jim Hill was elected as the Oregon State Treasurer. This was a very important moment for Oregon. He was the first African American to be elected to a statewide office in Oregon's history. As Treasurer, he was in charge of managing the state's money.
Serving in the Legislature
Before becoming Treasurer, Jim Hill served in Oregon's state government. He was a member of the Oregon State Senate from 1987 to 1993. Before that, he served in the Oregon House of Representatives from 1983 to 1987. These roles helped him understand how state laws are made.
Later Political Efforts
Jim Hill also ran for other political offices. He tried to become a member of the House in 1980. He also ran for governor of Oregon in 2002 and again in 2006. In 2010, he briefly ran for Oregon State Treasurer again. This was a special election to finish the term of Ben Westlund, who had passed away.
