Joseph Alexander Ragland (born November 11, 1989) is an American-Liberian professional basketball player. He plays as a point guard for Hapoel Tel Aviv in Israel. He also plays in the EuroCup. Before becoming a pro, he played college basketball for North Platte Community College and Wichita State.

Early Life and High School Basketball
Joe Ragland was born in Springfield, Massachusetts. He loved playing basketball from a young age. He played for West Springfield High School. In his senior year, he won the Lahovich Award. This award is given to top basketball players.
College Basketball Journey
After high school, Joe went to North Platte Community College. This college is part of the NJCAA. In 2010, he was named a First Team NJCAA All-American. He led his team to a big tournament. He scored 18.4 points per game. Joe became the college's all-time leading scorer. He finished with 1,286 points.
Joe's great playing caught the eye of Gregg Marshall. He was a coach at Wichita State. Joe got a scholarship to play there. As a junior, he started 19 games. He led his team in assists. He helped the Shockers win the 2011 NIT championship. In one game against UNLV, he scored 31 points. He also made 8 three-pointers. In his senior year, he averaged 13.4 points per game. He was voted to the First Team of the Missouri Valley Conference. Over two seasons, Joe played in 69 games. He averaged 10 points, 3 assists, and 2.3 rebounds per game.
Professional Basketball Career
After college, Joe Ragland hoped to join the NBA. He entered the 2012 NBA draft but was not chosen. He then played for the Golden State Warriors in the 2012 NBA Summer League. Even though he played well, he did not get an NBA contract.
Playing in Spain: Murcia (2012–2013)
In August 2012, Joe moved to Europe. He signed his first professional contract with UCAM Murcia. This team plays in the Spanish Liga ACB. He signed a two-year deal. Near the end of the season, he was loaned to another team.
First Time in Italy: Cantù (2013–2014)
In April 2013, Joe was loaned to Cantù in Italy. This team plays in the Italian A League. He quickly became a star in Italy. He helped his team reach the league's semi-finals. Cantù then signed him for the next season. Joe became a key player for them. He played in the Lega Basket All-Star Game. He was also named MVP of Round 4 in the EuroCup.
Joining EuroLeague: Olimpia Milano (2014–2015)
Joe's great play with Cantù caught the attention of Emporio Armani Milano. This is a top Italian team that plays in the EuroLeague. He had scored 27 points against them in a game. In July 2014, Joe signed a two-year contract with Milano. However, in July 2015, they decided to end his contract early.
Short Stays in Turkey and Italy (2015–2017)
On July 29, 2015, Joe signed with Pınar Karşıyaka in Turkey. This team plays in the Turkish Super League. Later that year, in December, he left Karşıyaka. He then signed with Sidigas Avellino in Italy. He played there for the rest of the season. He re-signed with Avellino for another season in June 2016.
Playing in Russia: Lokomotiv Kuban (2017–2018)
On July 21, 2017, Joe signed a two-year deal with Lokomotiv Kuban. This is a Russian team that plays in the VTB United League.
Success in Serbia: Red Star Belgrade (2018–2019)
On August 10, 2018, Joe moved to Belgrade, Serbia. He signed with Crvena zvezda (Red Star Belgrade). This team plays in the Adriatic League. He helped them win the Adriatic League championship in 2019.
Return to Cantù (2019–2020)
After a brief time with Darüşşafaka İstanbul, Joe returned to Italy. On December 12, 2019, he signed with Cantù again.
Playing in Israel: Hapoel Eilat and Hapoel Holon (2020–2023)
On July 31, 2020, Joe signed with Hapoel Eilat in the Israeli Premier League. He was second in the league for assists, averaging 7.5 per game. On July 21, 2021, he signed with Hapoel Holon. Joe was a very important player for Holon. He helped them win the Israel League championship in the 2021–22 season. This was the club's first championship in 13 years!
Playing in Greece: Peristeri Athens (2023–2024)
On June 23, 2023, Joe signed with Peristeri Athens. This team plays in the Greek Basket League.
Back to Israel: Hapoel Tel Aviv (2024–present)
On June 19, 2024, Joe signed with Hapoel Tel Aviv. This team also plays in the Israeli Basketball Premier League.
Personal Life
Joe Ragland became a citizen of Liberia in November 2012. Because of the Cotonou Agreement, this allows him to be counted as an EU player. This is helpful in many European leagues, like those in Italy and Spain.
