José Luis Martínez-Almeida Navasqüés, born on April 17, 1975, is a Spanish lawyer and politician. He is a member of the People's Party (PP). Since 2015, he has been a member of the Madrid City Council. He has served as the Mayor of Madrid since 2019.

Biography
Martínez-Almeida was born in Madrid, Spain, on April 17, 1975. He is the youngest of six children. His family has a history of public service. He attended the Retamar School in Pozuelo de Alarcón.
He joined the People's Party (PP) when he was 20 years old. In 1998, he earned a law degree from ICADE (Comillas Pontifical University). After his studies, in 2001, he became part of the State Lawyers Corps, which is a group of legal experts who work for the government.
Early Career in Government
From 2007 to 2011, Martínez-Almeida worked as the Director-General for Historic Heritage in the Community of Madrid. This role involved looking after important historical sites and buildings.
In 2011, Esperanza Aguirre, who was the leader of the region, appointed him as Secretary of the Council of Government of the Community of Madrid. He left this regional government role in 2013. He then worked for a state-owned company called SEPIDES (now SEPI) as the Secretary of its Law Division until 2015.
Rise in Politics
In 2015, Martínez-Almeida became a municipal councillor in the City Council of Madrid. This happened after the 2015 Madrid City Council election.
In 2017, he became the spokesperson for the People's Party in the City Council. This role made him well-known to the public. In July 2018, he joined the National Executive Committee of the PP. This was after Pablo Casado became the party leader.
In January 2019, he was chosen as the People's Party candidate for the next Mayor of Madrid election.
Personal Milestones
In January 2024, he announced his engagement to Teresa Urquijo y Moreno. They got married on April 7, 2024, in Madrid. Teresa Urquijo y Moreno is the great-granddaughter of Infante Alfonso, Duke of Calabria.
Mayor of Madrid
Martínez-Almeida led the People's Party list in the 2019 Madrid City Council election. His party did not win the most votes, but he became Mayor on June 15, 2019. This was possible because the People's Party formed a partnership with two other parties: C's Citizens and Vox.
Environmental Policies
During his election campaign, Martínez-Almeida's party promised to change a rule from the previous city government. This rule was about a low emission zone called Madrid Central. This zone aimed to reduce pollution by limiting car traffic.
After he became Mayor, on July 1, 2019, his City Council stopped fining people for breaking the Madrid Central rules for three months. This decision led to protests from environmental groups. However, a week later, a court in Madrid decided that the fines should continue. After more than a year, in July 2020, a court supported the idea of ending the measure, but the city government continued to issue fines.
Leading During the Pandemic
During the COVID-19 pandemic in Spain, Martínez-Almeida received support from all political parties in the City Council. His leadership during this difficult time made him more recognized. After the first lockdown, the City Council of Madrid was the first major government to create a plan for rebuilding the city.
In September 2021, his government made a change regarding district council meetings. They stopped allowing neighbors to participate in person in these meetings.
He tested positive for COVID-19 on December 21, 2021.
Personal life
Martínez-Almeida is a big fan of the football club Atlético Madrid.
