José Luis Martínez-Almeida Navasqüés (born 17 April 1975) is a Spanish politician and lawyer. He is a member of the People's Party (PP). Since 2015, he has been part of the Madrid City Council. He has served as the Mayor of Madrid since 2019.

About José Luis Martínez-Almeida
Martínez-Almeida was born in Madrid, Spain, on 17 April 1975. He is the youngest of six children. His family has a history of public service. He attended the Retamar School in Pozuelo de Alarcón.
Education and Early Career
Martínez-Almeida joined the People's Party (PP) when he was 20 years old. He studied law at the ICADE (Comillas Pontifical University). He earned his law degree in 1998. In 2001, he became a state lawyer.
From 2007 to 2011, he worked as the Director-General for Historic Heritage in the Community of Madrid. In 2011, he became the Secretary of the Council of Government for the Community of Madrid. He left this role in 2013 to work for a state-owned company called SEPIDES. He left this position in 2015.
Becoming a City Councillor
In 2015, Martínez-Almeida was chosen to run for the Madrid municipal election. He became a city councillor. In 2017, he became the spokesperson for the PP group in the City Council. He became well-known for his work as a leader of the opposition.
In July 2018, he joined the National Executive Committee of the PP. This happened after Pablo Casado was chosen as the party leader. In January 2019, he was selected as the PP's candidate for Mayor of Madrid.
Mayor of Madrid
Martínez-Almeida led the PP list in the 2019 Madrid City Council election. His party did not win the most votes, but he became Mayor on 15 June 2019. This happened because the PP formed a coalition with C's Citizens and Vox.
Environmental Policies
During his election campaign, the PP promised to change a rule from the previous city government. This rule was about a low emission zone called Madrid Central. It aimed to reduce pollution in the city center.
On July 1, 2019, the City Council led by Martínez-Almeida stopped fining people for breaking this rule for three months. Environmental groups like Greenpeace protested this decision. A week later, a court in Madrid brought the fines back. Even after a long legal process, the city government continued to enforce the fines.
Leadership During the Pandemic
During the COVID-19 pandemic in Spain, Martínez-Almeida received support from all political parties in the City Council. His actions during this time gained him recognition. After the first lockdown, the Madrid City Council was the first major government to create a plan for recovery that involved all parties.
In September 2021, his government changed how district council meetings worked. They no longer allowed neighbors to participate in person. He tested positive for COVID-19 on 21 December 2021.
Personal Life
On 7 April 2024, José Luis Martínez-Almeida married Teresa Urquijo y Moreno in Madrid. Teresa is the great-granddaughter of Princess Teresa of Bourbon-Two Sicilies. They have a son named Lucas, who was born in 2025.
Martínez-Almeida is a big fan of the football club Atlético Madrid.
