Juanito "Johnny" Reyes Remulla Sr. (Tagalog: [hwɐˈnitɔ rɛˈmuljɐ]; April 14, 1933 – December 29, 2014) was a Filipino lawyer and politician. He served as the longest-sitting governor of Cavite province.
Early Life and Education
Juanito Remulla Sr. was born on April 14, 1933. His birthplace was Toclong, Imus, Cavite. His parents were Crispin and Teofista Remulla.
He was a very bright student. He finished as the top student (valedictorian) at Medicion Elementary School in Imus. In high school, he was the first honorable mention at Francisco Law College.
After high school, he studied law at the University of the Philippines. He graduated from their College of Law. In 1956, he took the Bar examinations for lawyers. He placed fourth among all the test takers. While in college, he was part of a group called Upsilon Sigma Phi.
Career as a Lawyer
Before becoming a politician, Mr. Remulla worked as a lawyer and a business executive. He was a senior partner at the Remulla, Estrella & Associates Law Office. He also led the board of Covelandia Island Resort in Binakayan, Kawit, Cavite.
Because of his excellent school record, he received a special scholarship. This was the Colombo Plan Scholarship. It allowed him to study local government in Birmingham, England, from 1966 to 1967.
Political Journey in Cavite
Juanito Remulla Sr. had a long and important career in politics. He held several key positions in Cavite province.
Starting in Government
He first served as an acting governor in 1964 and 1965. An "acting governor" is someone who temporarily takes charge of the province. His short time in this role seemed to impress the people of Cavite.
In 1971, he ran for a special meeting called the 1971 Constitutional Convention. This meeting was held to write new rules for the country. Even though he was the youngest candidate at 38, he received the most votes. He beat three other candidates who were older and had more experience.
Mr. Remulla was also a member of the Cavite Provincial Board. He was elected to this board in 1972. In the same year, he became the vice governor of Cavite.
Serving as Governor of Cavite
On September 25, 1979, Juanito Remulla Sr. was appointed as the governor of Cavite. This happened two months after the previous governor, Dominador Camerino, passed away. He was the last appointed governor of Cavite.
Then, in the local elections on January 30, 1980, he ran for governor. He was the candidate for the Kilusang Bagong Lipunan (KBL) party. He won by a very large number of votes against his opponent, Fernando Campos.
During the time of President Ferdinand Marcos, Mr. Remulla was an ally. When President Corazon Aquino took office after the EDSA People Power Revolution, many local leaders like him were asked to step down.
However, he was re-elected as governor in 1988. He served until 1995. In that year, he lost the election to Epimaco Velasco, who was then the director of the National Bureau of Investigation (NBI).
Family Life
Juanito Remulla Sr. was married to Ditas Catibayan. They had seven children together. Some of his children also became well-known in politics:
- Jesus Crispin is currently the Secretary of Justice.
- Gilbert was a representative in the past.
- Jonvic is the current governor of Cavite.
Later Years and Passing
Juanito Remulla Sr. passed away on December 29, 2014. He was 81 years old. The cause of his death was multiple organ failure.
