Julio César Gandarilla Bermejo was born in 1943 in a place called Matanzas Province in Cuba.

He helped start the National Revolutionary Militia, which was a group of citizens ready to defend their country. He also became a vice admiral in the Cuban Revolutionary Armed Forces, which is a high rank in the navy. He took part in the Angolan Civil War. For 16 years, he led the Military Counterintelligence Directorate, a group that works to protect the country from secret threats.

Political Roles and Key Events

In the same month he became minister, he signed a special agreement called a memorandum of understanding with the US president at the time, Barack Obama. In October 2019, Gandarilla Bermejo signed another important agreement, this time with the Russian Security Council. The next month, the United States stopped him from entering their country. This was because Cuba supported Nicolás Maduro during the Venezuelan presidential crisis. His two sons were also affected by these rules.
