Kao was started in 1882 by Tomiro Nagase. At first, it made soap for homes. The company was first called Kao Soap Company. Later, in 1985, its name changed to Kao Corporation.

During the 1960s and 1970s, Kao started selling its products in other countries. These included Taiwan and countries in Southeast Asia. The company also began making chemicals used in its products.
