Early Leaders: Governors as Mayors (1924–1960)
In the early years of the Republic, the governors of Ankara also acted as the city's mayors. This meant one person held two important jobs at once. They were responsible for both the province and the city.

Citizens Choose: Elected Mayors (1963–1980)
A new law on July 27, 1963, made it possible for people to vote for their mayor. The first time citizens voted for their city leader was on November 17, 1963. This was a big step for local democracy in Ankara.

Another Period of Military Rule (1980–1984)
On September 12, 1980, there was another change in government. The military once again appointed mayors. This period lasted until 1984. During this time, a new law in December 1981 changed how some large cities in Turkey were organized. This helped them meet new needs.
