Óscar Luis Castañeda Lossio (born June 21, 1945 – died January 12, 2022) was an important Peruvian politician. He served as the Mayor of Lima, the capital city of Peru, for two separate periods. His first time as mayor was from 2003 to 2010. He was elected again in 2015 and served until the end of 2018.
Castañeda also ran for President of Peru twice. He ran in the 2000 elections and again in the 2011 elections. He placed fifth in both presidential races. In 2019, he faced questions about how some projects were managed during his time as mayor.

Early Life and Education
Luis Castañeda was born in Chiclayo, Peru. His father, Carlos Castañeda Iparraguirre, was also a well-known mayor of Chiclayo. As a child, Luis often went with his father to check on building projects in the city.
He married Rosario Pardo and they had two sons: Luis Castañeda Pardo and Darío Castañeda Pardo.
Castañeda studied law at the Pontifical Catholic University of Peru. He also earned a master's degree from the Centro de Altos Estudios Militares del Perú. He furthered his studies in management in Sweden and Mexico.
Political Journey
Luis Castañeda began his political career in 1981. He joined the Popular Action party. He worked with several past mayors of Lima, including Alfonso Barrantes Lingán.
From 1990 to 1996, during the presidency of Alberto Fujimori, Castañeda led the National Institute of Public Health, known today as ESSALUD. He also worked with an organization called La Caja del Pescador, which helps fishermen.
First Presidential Campaign (2000)
In 2000, Castañeda decided to run for president. He was the candidate for his own party, the National Solidarity Party. However, he did not win enough votes to move on to the second round of the election.
Serving as Mayor of Lima (2003–2010)
In 2002, Castañeda ran for Mayor of Lima. He won the election as part of the National Unity group. He defeated the mayor at that time, Alberto Andrade.
Castañeda was very popular when he first became mayor. About 79% of people approved of his work. He was re-elected in 2006, winning almost 48% of the votes. In October 2010, he left his position as mayor. He did this to run for president again in the 2011 elections.
Second Presidential Campaign (2011)
In 2011, Castañeda ran for president for the second time. He was part of the National Solidarity Alliance. He received about 9.8% of the votes, placing fifth in the election.
During his first time as Lima Mayor, some questions were raised about the "El Metropolitano" transportation project. There were concerns about delays in building it and how much it ended up costing.
Second Term as Mayor of Lima (2015–2018)
In the 2014 local elections, Castañeda ran for Mayor of Lima once more. He won by a large margin on October 5. He started his new term on January 1, 2015. He chose not to run for re-election and finished his term on December 31, 2018.
Passing Away
Luis Castañeda passed away in Lima on January 12, 2022. He was 76 years old.
