Luz Filomena Salgado Rubianes de Paredes (born on July 3, 1949) is a Peruvian Fujimorist politician and journalist. She has served as the President of Congress three times. She held the full term from 2016 to 2017. She also served briefly as acting president twice in 2000.

Education and Early Career
Luz Salgado studied communication sciences at the Universidad San Martín de Porres. This field teaches how people share information. She also earned a master's degree from the Center for Higher National Studies.
Political Journey
Helping Write the Peruvian Constitution
After a big change in the Peruvian government on April 5, 1992, Luz Salgado was chosen for an important role. She became a member of the Democratic Constituent Congress. This special group was formed to write a new constitution for Peru. This happened during a time called the Peruvian Constitutional Crisis of 1992.
Serving in Congress
In the 1990 elections, Salgado first ran to be a deputy for Lima. A deputy is a representative who helps make laws. She was not elected that time.
Five years later, in the 1995 elections, Salgado was elected to Congress. She was part of the Cambio 90-New Majority group. She was re-elected in the 2000 elections and again in the 2001 elections. However, in August 2001, she was temporarily suspended from Congress.
After ten years, Luz Salgado returned to Congress in the 2011 general election. She represented Lima for the 2011–2016 term. She was re-elected in the 2016 elections for the 2016–2021 term. However, her term ended early when the Congress was dissolved in September 2019 by Martín Vizcarra.
When she retired, Salgado was one of the most experienced members of Congress. She had served for 17 years in total, across six different terms.
