Luz Filomena Salgado Rubianes de Paredes (born 3 July 1949) is a Peruvian politician and journalist. She is known for being a member of the Fujimorism political movement. Luz Salgado served as the President of the Congress three times. She held the full-time role from 2016 to 2017 and was acting president twice in 2000 for short periods.

Learning and Early Career
Luz Salgado studied communication sciences at the Universidad San Martín de Porres. This field teaches how people share information and ideas. She also pursued a master's degree at the Center for Higher National Studies. A master's degree is an advanced university degree.
Political Journey
Helping Write Peru's Constitution
After a big political event in Peru on April 5, 1992, Luz Salgado was chosen to be part of the Democratic Constituent Congress. This special group was tasked with writing a new constitution for Peru. A constitution is a set of basic rules for how a country is governed. This happened during a time of political change in Peru.
Serving in Congress
Luz Salgado first tried to become a deputy (a type of representative) for Lima in the 1990 elections. She ran with the Cambio 90 party but was not elected that time.
Five years later, in the 1995 elections, Salgado was elected to the Congress. She was part of the Cambio 90-New Majority group. She was re-elected in the 2000 elections and again in the 2001 elections. However, in August 2001, her time in Congress was temporarily paused.
After a ten-year break, Luz Salgado returned to Congress in the 2011 general election. She was elected as part of the Fuerza 2011 list, representing Lima from 2011 to 2016. She was elected again in the 2016 elections with the Fuerza Popular party. Her term was supposed to last until 2021, but it ended early in September 2019. This happened because the Congress was dissolved by then-President Martín Vizcarra during a political situation.
When she retired, Luz Salgado was one of the most experienced members of Congress. She had served for 17 years in total, across six different periods.
