Early Life and Education
Manuel Giménez Fernández was born in Seville, Spain, in 1896. He studied law at the Complutense University of Madrid. After finishing his studies, he became a professor. In 1930, he was named a Professor of Canon Law at the University of Seville. Canon Law is a special type of law used by the Christian Church.
Beginning His Political Career
Giménez Fernández started his journey in politics in 1922. He became a councilman in the city government of Seville. A councilman helps make decisions for the city. Later, in September 1923, he served as the deputy mayor of Seville. He held this position during the time of the Primo de Rivera dictatorship, which was a period when Spain was ruled by a military leader. He continued in this role until 1927.
Serving in the Spanish Parliament
After the Second Spanish Republic was created, Manuel Giménez Fernández was elected to the Spanish parliament. This happened in the 1933 elections, where he represented the area of Badajoz. He then joined a political group called the CEDA. He was part of the more open and modern side of this group.
Minister of Agriculture
From October 1934 to April 1935, Giménez Fernández served as the Minister of Agriculture. He worked in the government led by Prime Minister Alejandro Lerroux. As Minister, he tried to make fair changes to how land was used in Spain. He wanted to help farmers and people who worked on the land.
He helped pass two important laws: the "Law of Ploughmen" (1934) and the "Law of Country Rents." These laws aimed to improve the lives of farmers and make land ownership fairer. For example, some of his ideas would have given tenants (people who rent land) the right to buy the land they had worked on for many years.
However, his plans for land reform were not popular with everyone. Some people in parliament, especially those with more traditional views, strongly disagreed with his ideas. Because of these disagreements, he had to resign from his position as Minister of Agriculture.
Later Political Roles
In the 1936 elections, he was elected to parliament again, this time for the district of Segovia. During the difficult period of the Spanish Civil War, which began in July 1936, he faced challenges while resting in Cádiz.
Manuel Giménez Fernández passed away on February 27, 1968. He is buried in the Cemetery of San Fernando in Seville.
