Later, Fox Crossing also took legal action against Clayton. This was about a water system agreement. In 2018, Clayton made a deal with the city of Appleton for water.

By 2020, Clayton and Fox Crossing worked out a new agreement. Clayton paid Fox Crossing $11.5 million. In return, Clayton got sewer and water services. They also agreed that Fox Crossing would not add any more parts of Clayton for ten years.

Around 2018, leaders in Clayton started thinking about becoming a village. This was a way to prevent Fox Crossing from taking over more land.
