Melvin Joseph Francis (born August 6, 1945 – died January 12, 2006) was an important leader for the Passamaquoddy people. He served as the governor of the Passamaquoddy Pleasant Point Reservation in Maine. This reservation is one of two homes for the Passamaquoddy tribe in Maine. Melvin Francis was governor from 1980 to 1990 and again starting in 2002.

Early Life and Skills

Melvin Francis grew up in Pleasant Point, Maine. He went to local schools and graduated from Shead High School. After high school, he became a skilled carpenter. He earned a special certificate called a journeyman's certificate, which showed he was an expert in his trade.

He was also fluent in the Passamaquoddy language. This helped him connect deeply with his community. He cared a lot about keeping the tribe's traditions alive.

A Leader for His People

Melvin Francis was known as a strong supporter and peacemaker for his community. He worked hard to make life better for the Passamaquoddy people. He used his carpentry skills to help where needed.

As governor, he focused on projects that could help the tribe financially. For example, he supported a plan for a special energy terminal on tribal land. This was a proposed LNG terminal. He also backed a law that would allow the tribe to run a racetrack and casino in Washington County. These ideas were meant to create jobs and bring money to the tribe.

A Tragic Loss

Melvin Francis passed away on January 12, 2006, in a car accident. He was on his way home from an important meeting. At this meeting, he had signed an agreement with a company called Citgo Petroleum Corporation. This agreement was very helpful for several Native American tribes in Maine. It promised to provide affordable oil to the Passamaquoddy, Penobscot, Mi'kmaq, and Maliseet tribes.

Honoring His Memory

Many people honored Governor Francis after his death. The governor of Maine at the time, John Baldacci, even changed his schedule to attend the funeral service. On the day of his service, the United States flag and the State of Maine flag were flown at half-staff. This is a special way to show respect for someone important who has passed away.

To remember his work, the Chief Melvin Francis Memorial Fund was created. This fund helps to improve education, health, safety, and the overall lives of tribal members. His legacy continues to help the Passamaquoddy community.
