Ahmet Mesut Yılmaz (Turkish pronunciation: [meˈsut jɯɫˈmaz]) (born November 6, 1947 – died October 30, 2020) was a well-known Turkish politician. He led the Motherland Party (Turkish: Anavatan Partisi, ANAP) from 1991 to 2002. Mesut Yılmaz served as the Prime Minister of Turkey three times. His first two terms as Prime Minister were short, in 1991 and 1996. His third term lasted longer, from June 1997 to January 1999.

Mesut Yılmaz: Early Political Career
Mesut Yılmaz came from a background of Hamsheni origin. He quickly became an important figure in the Motherland Party. This party was led by Turgut Özal. Yılmaz represented the Black Sea region of Rize in the Turkish parliament.
Key Roles in Government
Yılmaz held several important positions in Özal's government.
- He was the State Minister for Information starting in December 1983.
- Later, he became the Minister of Culture and Tourism in 1986.
- From December 1987 to February 1990, he served as the Minister of Foreign Affairs.
When Özal became president in 1989, Yılmaz became a leading voice within his party. He was a strong figure against the new Prime Minister, Yıldırım Akbulut.
Time as Prime Minister of Turkey
In June 1991, Mesut Yılmaz took over the leadership of the Motherland Party. He also took on all executive duties during a party meeting. Since his party had the most seats in the parliament, he became the Prime Minister of Turkey. This was for the 48th government of Turkey.
First Term and Elections
However, in October 1991, the Motherland Party came in second place in the general election. Süleyman Demirel's True Path Party (DYP) won more votes. The DYP then formed a new government with the Social Democratic Populist Party. This was known as the 49th government of Turkey.
Forming Coalitions
In the years that followed, the Motherland Party's popularity decreased. Yılmaz also had a difficult relationship with Tansu Çiller, who led the True Path Party. Yılmaz worked to make the Motherland Party more supportive of businesses and closer to Europe. This led some members who were more traditional or religious to join the Welfare Party (RP) led by Necmettin Erbakan.
In the December 1995 general election, the Motherland Party again came in second. This time, the Welfare Party won the most votes. After many talks, Yılmaz formed a coalition government with the DYP in March 1996. This was the 53rd government of Turkey. However, this government lasted less than four months. It ended after the Welfare Party proposed a motion to remove it from power. President Demirel then asked Erbakan to form a new government, which he did, with the DYP.
Third Term as Prime Minister
Yılmaz became Prime Minister for the third time in June 1997. This happened after the Welfare Party resigned from the government. Many expected Tansu Çiller to form a new government. But President Süleyman Demirel asked Yılmaz instead. Yılmaz created a coalition government with his ANAP party, the Democratic Left Party, and the Democrat Turkey Party. This government lasted until January 1999.
During this final term, Yılmaz's government faced challenges related to investigations into connections between politicians, police, and other groups. His government ended when an attempt to sell the Türk Ticaret Bankası to Korkmaz Yiğit faced problems. This was due to allegations of involvement by a powerful figure.
In October 1998, Yılmaz made strong statements towards Syria. He warned them about their alleged support for a separatist group, the Kurdistan Workers' Party.
Later Years in Politics
After his time as Prime Minister, Yılmaz continued to be active in politics. He served as a deputy prime minister in a coalition government led by Bülent Ecevit from 1999 to 2002.
After not winning a seat in the parliament in the 2002 elections, Yılmaz stepped away from politics. He then pursued a teaching career.
In the 2007 general election, he was elected as an independent member of parliament for Rize. Mesut Yılmaz passed away on October 30, 2020, due to complications from lung cancer. He was buried at Kanlıca Cemetery two days later.
Personal Life
Mesut Yılmaz was married to Berna Yılmaz. They had two sons, Hasan Yılmaz and Yavuz Yılmaz.
