Pamela Lynn Carter (born August 20, 1949) is an American lawyer and business leader. She made history as the first Black woman to become a state's Attorney General. She served as the top lawyer for the state of Indiana from 1993 to 1997.

Pamela Carter's Life and Career
Early Life and Education
Pamela Carter was born Pamela Lynn Fanning on August 20, 1949. Her hometown is South Haven, Michigan. She went to the University of Detroit. There, she earned a bachelor's degree in social work and pre-law.
She continued her studies at the University of Michigan. She earned a master's degree in social work. Later, she earned a law degree from the Indiana University School of Law.
Becoming a Lawyer and Public Servant
After finishing her education, Carter worked as a trial attorney. She focused on protecting consumers from unfair business practices. She also joined the legal team for the United Auto Workers. This group helps workers in the car industry.
Carter then worked for the state of Indiana. She was an enforcement attorney for the secretary of state. She also served as a deputy chief of staff for Governor Evan Bayh. In this role, she helped improve health and human services in Indiana.
Indiana Attorney General
In 1992, Pamela Carter decided to run for Indiana Attorney General. This is the state's chief legal officer. She ran against Timothy Bookwalter. Carter won the election with 52 percent of the votes.
She became the Attorney General in 1993. She was the first African American and the first woman to hold this important job in Indiana. She was also the first African-American woman to be elected as a state's Attorney General anywhere in the United States. She served during Governor Bayh's time in office.
In 1995, Ebony magazine recognized her achievements. They included her on their list of "100 Most Influential Black Americans."
Later Career and Achievements
After her time as Attorney General, Pamela Carter moved into the business world. She became a vice president at Cummins, a large manufacturing company. From 2008 to 2015, she was also the president of Cummins' Distribution Business unit.
Since 2015, she has been a member of the board of directors for Hewlett Packard Enterprise. This is a major technology company.
