Pamela Lynn Carter, born on August 20, 1949, is an American lawyer, politician, and business leader. She made history as the first Black woman to become a state's Attorney General. She held the important role of Indiana Attorney General from 1993 to 1997.

Pamela Carter's Early Life and Education

Pamela Carter studied at the University of Detroit. She earned a bachelor's degree in social work, which helps people and communities, and also studied pre-law. Later, she continued her education at the University of Michigan. There, she received a master's degree in social work (M.S.W.). She then went on to earn her law degree (J.D.) from the Indiana University School of Law.

Pamela Carter's Career in Law and Government

Pamela Carter started her career as a trial attorney. She focused on consumer protection, which means she helped protect people from unfair business practices. She also worked for the legal services team of the United Auto Workers, a large union for car manufacturing workers.

Carter later became an enforcement attorney for Indiana's secretary of state. She also served as a deputy chief of staff for Evan Bayh, who was the Democratic Governor of Indiana at the time. In this role, she helped make important changes to health and human services in the state.

Becoming Indiana's Attorney General

In 1992, Pamela Carter decided to run for Indiana Attorney General. This is a top legal job for a state, like being the state's main lawyer. She ran against Timothy Bookwalter, a Republican. Bookwalter was a public defender, meaning he represented people who couldn't afford a lawyer. Pamela Carter won the election with 52% of the votes.

She took over the office from Linley E. Pearson. Pamela Carter served as Attorney General during Governor Bayh's time in office. After her term, Jeff Modisett became the next Attorney General.

Making History as Attorney General

Pamela Carter achieved several historic firsts. She was the first African-American woman ever elected as a state's Attorney General in the United States. In Indiana, she was also the first African American and the first woman to hold the Attorney General position. She was only the second African American ever elected to a statewide office in Indiana's history.

In 1995, Ebony magazine recognized her achievements. They included her on their list of the "100 Most Influential Black Americans."

Pamela Carter's Business Leadership Roles

After her time in government, Pamela Carter moved into the business world. She became the vice president of Cummins, a company that makes engines and power systems. From 2008 to May 2015, she was also the president of Cummins' Distribution Business unit. This part of the company handles how Cummins products are sold and delivered.

Since 2015, Pamela Carter has been a member of the board of directors for Hewlett Packard Enterprise. This is a major technology company.
